Order on Telecommunications Access Reform and Federal Universal Service Fee
Pursuant to an order issued by the Federal Communications Commission ("FCC"), Lightyear will implement a number of changes that could affect your monthly long distance bill.
Federal Universal Service Fund
Effective January 1, 1998, all Lightyear accounts will be assessed a monthly Federal Universal Service Fund charge ("Federal USF Charge") on all telecommunications services to cover the cost of contributions that Lightyear is required to make under the Telecommunications Act of 1996 to the Federal Universal Service Fund ("USF"). The USF ensures the availability of telecommunications services to all communities at a reasonable cost, and is also used to provide discounted service to schools, libraries and rural health care providers. All communications companies are required to contribute to the USF.
Please note that the "Federal USF Charge" will appear under the "Taxes" section of the Lightyear invoice.
Federal Pre-Subscribed Interexchange Carrier Charge
The Local Exchange Carriers ("LECs") have received permission from the FCC to change the way they charge long distance companies for access to their networks. Effective February 1, 1998, Lightyear will be passing through these costs by assessing all accounts with a monthly Federal Pre-Subscribed Interexchange Carrier Charge ("Federal PICC Recovery") on each line Presubscribed to Lightyear.
These new charges will appear as a separate line item in the detail section as a monthly recurring charge on the Lightyear invoice.
